Mark Riley: Stark reality that people really don’t know what this Voice referendum is all about

Shortly after Anthony Albanese announced the date for the Voice referendum at his campaign-style launch in Adelaide’s outer suburbs on Wednesday, a group of intrepid reporters headed to a nearby shopping mall to see what the locals thought. What they heard surprised them. It also exposed the biggest issue the Yes campaign will confront in the six weeks to polling day on October 14. Many average Australians still don’t know what this referendum is about. Albanese chose to make his address at the Playford Civic Centre in the working-class suburb of Elizabeth. It is a modest community facility where citizens can borrow books from a library, buy a coffee and register their cat before taking in a performance in the main auditorium. It sits in the heart of the suburb, near the former site of the Holden car factory andchildhood home of rocker Jimmy Barnes. The symbolism was stark. You can’t get much more working class than the struggling streets of the archetypal “Working Class Man”. Albanese told the assembled Yes supporters this referendum would be decided by ordinary Australians in the shopping centres and pubs and loungerooms of places such as Elizabeth and not by the elites in boardrooms. So, it made sense for the reporters to trundle across the road to the Elizabeth City Centre to hear from some of those ordinary people. The first woman they encountered seemed surprisingly enthusiastic. Asked what she thought about the Voice, she issued a beaming smile and declared that she loved it. “It’s great to see those people getting the opportunities they’ve wanted for so long,” she said. “Some of them really deserve a break.” But it soon became clear that her reaction was not a spirited endorsement of the First Australians’ decades-long battle for constitutional recognition. It was something quite different. The reporters twigged to what was going on when the woman started gushing about how much she loved Jessica Mauboy and Jason Derulo as judges. She wasn’t talking about the coming vote. She was talking about Channel Seven’s top-rating singing competition of the same name. When the reporters gently told her they were really asking her what she thought about the referendum, the woman appeared nonplussed: “Referendum? What’s that?” And there’s the rub. Mr Albanese has put the Voice campaign at the centre of the national conversation for much of the 15 months he has been in the prime ministership. And many people either haven’t heard about it or they have and still don’t fully understand what is being proposed. Indigenous leader Noel Pearson is well aware of this. He told me at the launch that he carries a card around to give people when they say they’re either unaware or confused about the process. It has four key words on it: Recognition, guarantee, purpose and detail. Voting yes will ensure constitutional “recognition” of Aboriginal and Torres Strait Islanders as the first peoples of Australia and “guarantee” an advisory body, called the Voice, with the “purpose” of advising Parliament on matters pertaining to them through powers that will be “detailed” by laws to be determined by that Parliament. It is the simplest explanation I’ve heard. And it fits on a business card. But it is also easy to demonise. It was interesting this week to hear former PM John Howard doing exactly that, invoking the words of former foe Gough Whitlam to implore “no” voters to “maintain the rage” against the referendum. The rage? Really? Mr Pearson says he’d rather people “maintain the love”. And Mr Howard was the first PM to put a proposal for constitutional recognition up for discussion, albeit as an amendment to the preamble, rather than the main body of the Constitution. Yet this is where we are at. The same people who railed against the republic referendum are again advising those who don’t know to vote no. And the shopping malls of suburban Australia appeared filled with people who still don’t know.
