Public sector wage fight: Government workers to vote on nine-day fortnight, 12.5 per cent pay rise

Public sector workers have been offered a nine-day working fortnight and a 12.5 per cent pay rise by the Cook Government, in a bid to close off negotiations for the biggest pay deal before the March State election. But the Union has failed to secure a four-day work week, whereby public servants would receive their full pay packet for working 80 per cent of their hours. Instead, the Government has offered to extend provisions for staff to work nine-day fortnights across the public sector — but not with the reduced hours. Those who opt for the fortnightly three-day weekend will be required to work eight hours and 20 minutes for nine days to get the tenth day off. The condition will only be available for staff who work Monday to Friday, with those required on Saturdays and Sundays ineligible. On pay, the new deal offers 12.5 per cent pay rises for 40,000 general government sector workers over the next three years, starting with five per cent backdated to June, followed by four per cent next year. In its first log of claims, the CPSU called for consecutive pay rises of 7 per cent and 5 per cent over the next two years and rejected the first offer of 11.5 per cent over three years. The second offer, which will now be put to CPSU/CSA members after union delegates approved the vote on Thursday, comes after the first was rejected by the Union as unsatisfactory on both pay and conditions. That move led to lunchtime walkouts from Government offices across the State, as well as the closure of some child protection workspaces. The decision by delegates to put the offer to members is a strong signal the deal will be supported. But if the vote fails, the Union is expected to call for more aggressive industrial action, including possible strikes. CPSU/CSA acting branch secretary Melanie Bray said the “improved” offer was now in the hands of the Union’s membership. “This second and improved offer for pay and conditions from the Government last week would not have been on the table without the hundreds of public sector workers across our state, from the CBD to Kununurra and to Fremantle, taking visible and powerful collective action outside of their workplaces,” she said. Their action led to pay rises that will start to catch up from the years of restrictive wage caps and conditions that reflect a modern workplace and public sector. “The offer is now in the hands of the public sector proud membership of the CPSU/CSA. It will be up to them to decide if they accept this offer for improved wages and conditions. That is their call, and their call alone, to make. Ms Bray said the fight for a four-day workweek trial was not over, hinting at inclusion in future negotiations. “While this offer has unfortunately not delivered on some of the progressive and important claims of our members, the conversation has well and truly begun,” she said. “We look forward to continuing to progress these items in future rounds of bargaining, and though our collective union efforts continue the fight to improve the working lives of our members who deliver essential services to the state of Western Australia.” The pay deal being negotiated covers more than 40,000 government employees, more than a quarter of the public sector, including child protection workers, youth custodial officers and driver’s license assessors. The negotiation was one of the first the Government is dealing with under its revised wages policy, which removed the long-standing three per cent cap on annual pay rises, lambasted by unions.
